Briefing: Primary Care Mental Health Services Redesign Process
Last year
Manchester’s Joint Commissioning Team (JCT) carried out a review of Primary Care Mental Health Services.
Subsequently the Joint Commissioning Executive decided to put the whole service
out to tender. A series of events have been organised between January-April
2009, to engagea
range of stakeholders in drawing up a service model for the new service. Thereafter
the JCT will use the model as a basis for drafting a service level agreement.
The tender
process will commence in Sept 2009 with a view to procuring a new service from
April 2010. The intention is that current and prospective providers will
develop proposals to deliver the service through a partnership arrangement. One
of the agencies will act as the lead partner/contract holder.
The work of the
engagement phase will be managed by three working groups and co-ordinated by an Oversight Group. The Oversight Group
is essentially a commissioning group, but members also include the chairs of the
three working groups. The Three working groups are as follows;
1. The Design and Clinical Group: leads on the development of the service
model. This group consists of clinical representatives from organisations that
are currently providing mental health services. It is chaired by a local GP
with a specialist interest in mental health.
2. The Stakeholder Engagement Group: is for Third Sector and Independent
Organisations that have an interest, but are not currently contracted to
provide Primary Care Mental Health Services. John Butler from Manchester Alliance
for Community Care chairs this group. The role of this group is to:
receive a briefing/progress reportfrom the Design and Clinical Group and;
feedback their views
3. The Service User & Carer Group: will also get feedback from the design
group and have an opportunity to comment on the development of the service
model. This group will be facilitated by “Talking Health”.
