Advice Commissioning in Manchester 2010
Manchester City Council
The City Council’s current proposals for commissioning Community Legal
Advice stem from the Review of Advice Services in Manchester, carried
out by Michael Bell Associates during 2007-2008. The report makes 16
key recommendations for change, and these are summarised in its
Executive Summary.
The Council has also published various responses to the report.
Legal Services Commission
The Legal Services Commission (LSC) is the organisation driving forward the national agenda for advice commissioning.
The LSC normally commissions specialist legal advice through a national
procurement process. However, it has identified 12 districts (including
Manchester) in which it is seeking to replace this national approach
with a local procurement exercise carried out in association with the
local authority.
Joint Commissioning in Manchester
The City Council and the LSC have set out their joint intentions
in a Memorandum of Understanding. They have also issued a Draft Service
Specification, a Procurement Timetable and a number of other relevant
documents.
Key dates in the procurement timetable are:
- pre-qualification questionnaire issued – mid-February 2010
- invitation to tender issued – start April 2010
- tender submission deadline – end May 2010
- contract award – start July 2010
- service commencement – October 2010
Any updates are likely to be posted on the Michael Bell web-site.
The tendering process is likely to be conducted electronically, so
potential bidders will need to register with The Chest e-procurement
