Commissioning 2009-11

The process is based around a number of themes. Each is coordinated by a commissioning manager and supported through a central team within Children’s Services. A Voluntary Sector Investment Subgroup is overseeing the work and both Mike Wild (MACC) and Ross Grant (Voluntary Youth Manchester) sit on this group.

Emotional health and well-being

  • We have been advised that this will not be released as a separate specification for the forseeable future. This is partly due to recognition that the Parenting and Family Support and Youth Work processes have been flawed.

  • Again we have requested clarification. There is an assurance of a minimum of three months notice of any changes to current arrangements but beyond this the proposals and details of any process have not been set out. UPDATE: informally, we've heard that existing providers are simply having their contracts renewed for 12 months - but this is unconfirmed (22nd December 2008)

Support and Resources
MACC has developed a number of resources for voluntary and community organisations, which are intended to be used in relation to the above Tenders. These resources are located in our Business Improvement Section. They include:

Why are we involved in this work?
One of our main aims in this work is to support not just the short term funding and development of voluntary sector groups but actually to help shape a new, better process which will see the voluntary sector commissioned to deliver those services which it is best placed to deliver. We are taking responsibility for recording and highlighting the learning that will happen during this work - inevitably mistakes will be made and compromises will be thrown together but what is most important is that these are understood and learnt from.

It’s recognised that this is a halfway-house process which is not yet full commissioning or procurement. For one thing, it does not really open up the “market” to the wider sector nor reflect a range of approaches suitable to smaller community groups.

Secondly, the timescale is a compromise between the need to improve the process as much as possible but to do so with a sufficient period of notice for voluntary sector organisations to manage the staffing risks. This means getting everything settled in time for 1st January: it would be hugely wasteful if, having finally secured two year contracts, valuable staff were lost due to uncertainty in the first couple of months of 2009.

In addition to this we are:

  • working with the central team to identify what kinds of support voluntary sector organisations may need to be able to respond to the process - and possibly delivering some of this support ourselves
  • identifying that types of training and development the decision making panels may need to improve their knowledge and understanding of the voluntary sector - again possibly delivering some of this ourselves
  • providing information about the process and its development: regularly updating the website, providing email bulletins and verbal updates at Child and Family Support Forum and Voluntary Youth Manchester meetings. We now have permission from the City Council to add the minutes of the investment subgroup meetings to the website - see Notes of Meetings on the right hand menu.
In early 2009, MACC & VYM will undertake an evaluation of the commissioning processes and bringing together the views of local voluntary sector, Compact principles and good practice in order to offer a contribution to discussions about what processes will need to look like in the future - our aim is to maintain the momentum and keep pushing for improvements.
