The Plan is all-encompassing and covers all agencies working to improve
outcomes for children and young people. It is a high-level strategic
plan backed up by the business plans within each partner agency. The
Plan is the single, strategic, overarching plan for all local services
for children and young people, for example health services, police,
local authority and voluntary organisations. It sets out a vision for
children and young people and identifies how outcomes for children and
young people can be best improved. An Executive Summary of the plan is
also available.
The work that we are doing here at MACC through the Child and Family
Forum will be informed by this plan. The plan will also be used when
looking at commissioning objectives in this period.
The attached document is a short update into our strategic engagement work on your behalf in the last couple of months. It has been shared with the Child and Family Support Forum and Strategic Reference Group. It is very important that our work is guided by what you are experiencing and thinking and so we would encourage you to attend the Child and Family Support Forum meetings here or contact us directly. I look forward to hearing from you.

‘Commissioning’ is a word that is increasingly heard by those who work with children, young people and their families. This publication has been written specifically for community organisations to help them understand commissioning and seize the opportunities that this process affords. These include the opportunity to use their local knowledge to shape services for children and young people as well as being funded to deliver those services.
This publication provides an introduction to commissioning for small and medium-sized voluntary and community organisations working with children and young people. It focuses on these organisations because, due to their size and capacity, they may face challenges that make being involved in the process of commissioning particularly difficult. However, because of the nature of voluntary and community organisations, they can make a significant contribution to the aim of commissioning, which is to improve outcomes for local children, young people and families.
This report provides an evaluation of the commissioning of Parenting and Family Support and Youth Services in Manchester in 2008. It aims to provide a shared understanding of the process in Manchester and how it relates to best practice, providing learning for Manchester City Council and the voluntary and community sector for the future, in order to help achieve better outcomes for local people.
The evaluation revisited the tender process and reflected on the experience for stakeholders. It began by examining the complex internal and external environment in which the commissioning process sat and pieced together the story of the delivery of commissioning for Parenting and Family Support and Youth Services within Manchester and its impact on the voluntary and community sector.
Sowing Seeds have produced a good practice guide to involving men and fathers in the development of services. There is an increasing need for agencies to recognise the role of men and fathers as Government sets new standards for engagement.
