Family Support Discussion Document: From an MCC aspect - keen to adopt think family approach across Adult, Child services and Education (+ extended family as well as parents + children) how we will do it, integrated strategy, budgets etc. NA stated that we have until the first week of June to provide a first draft of the family support strategy. SW-G is on the parenting board, and was interested in how can we set up a process to filter questions and Identify need. Do we need to train staff in the assessment? Parenting support package of support. NF mentioned that even with routine enquiries re substance misuse. There are still quite a few questions that they need to go through i.e. Where their children are? What their substance misuse is like? Pathways dependant on response. If they have children, are pregnant etc. Will put pressure on front line staff. Need to identify package of care. SP stated that we need a template and trim down the screening questions. NF explained that substance misuse often goes hand in hand with poverty, unemployment, deprivation etc and It would help to trim down the questions. JD asked whether antisocial behaviour would be the same approach or different. SP explained that there were concerns around parents, as they have a core role. It may be one of the pathways ensure they are incorporated. The police are engaged in conversations about CAF. So they signpost support.  NA spoke to the group about lead professional and the family support strategy need to cover all services and levels. It Will help once the first draft has been written, will then call on people to think of areas. Can then bring it to groups and see how to develop it further. Align to two key strategies parenting strategy & emotional well being. Will use that format. SP mentioned that the group should focus on early prevention and early intervention as key priorities. Need clear definitions of family and family support. Need to articulate what our vision is. SW-G stated that that remit of the parenting board need to change, needs to cross reference, as at the moment it stands alone. Think family approach creates a model, so could work out who they are. Outcomes in relation to levels of need. Strategy should give us something to work within critical areas of the city. Gives us detailed priorities and framework to work within. Executives and SMT need to catch up with think family as a family approach. SP explained that the strategy would help to develop a guide to family support, linking with mapping for family support in the city. List where people can access resources. Articulate what would link into different level strategy translate to practitioner tool. EM spoke about parent and family support and that they need to sit side by side. Also that the parent strategy isnt performance managed and probably doesnt measure change as its just paper. SW-G mentioned that there are universal entitlements for families. SW-G has had talks with Susan Triggs from housing re houses that are in areas of high deprivation. JH stated that we cant take parents out of family support. Varied and diverse area. Will give us a vision. How linked to families with increased level of need. Parenting strategy needs updating. Need to offer the voluntary sector something to sign up to. NA told that group that SP has offered to pull together the family support strategy first draft and will then speak to people. Will ensure that all key people are involved and their input is pulled in. Aware that people are under pressure time wise. All agreed this was ok. EM explained that the parenting strategy was a very good as it gave ownership to people and helped engaged stake holders. SP asked the group to think about how they could ensure that they got peoples buy in. Think family model around inter-model development involves key participants. Help along strategy around family support link into existing strategy. Must have practitioner framework outcomes from evaluation. Childrens Trust Arrangement (CTA) linking into Childrens Board. Laureen Donnan has agreed to take on the Family Support lead. Will take the strategy model and will work with groups. GB spoke briefly about disabled children and that there are other parts of the city that dont have the family at the heart. Need to look at family support and see where other strategies dont help. JD asked why we are doing what we are and where it all fits together. SP explained that need to ensure ASB agenda is included as well as other initiatives across the city. We need to see the work as a whole and how it all ties in. If we get the buy in we all need to work in the same way. NA mentioned neighbourhoods and districts and that communities do have an impact. NA has a meeting with Rachel Griffiths. SW-G stated that it was important to first get a toolkit, want to see development of a rolling programme of multi agency training, as people change jobs. Services need to undertake working together. SP replied that it has already started. HB deals with the work force plan and development, and is mapping out workforce expertise and gaps in skills. Is only a small group. They have a page of training ideas that they could feed in. Some are single agency specific. Multi agency focus training, district working event. Dont know where workforce are and what level they are working at. Workforce audit can feed into structure. NF commented on the procedure of rolling out the think family model and that Manchester wants more think family before Multi agency. NA stated that it was not just around performance management, people are thinking of Enhanced Lead Professional (ELP). Amanda Corcoran re CAF and case planning bring them together. Families are more complex. Case workers in education key workers. Call them same name around the city. GB explained that ELP (key worker) are helpful. Partnership rather than ELP as people think that they are telling people what to do. Designated just Key worker, non-designated key worker is included in their day to day role. Lead professionals support complex cases. Co-ordinate early prevention and intervention. Complex functions - works more with vulnerable families before child professional role. SP mentioned that there is a transitional area that blurs 2 & 3 leading into social worker. Already lead professional involved. LP ELP LP LB stated that it is the terminology that confuses people. As parents dont like the term lead professional, but they already work with key workers. Universal more need complex need. JB mentioned that they can access universal services even if they cant access a lead professional. NA stated that we should like to look at more development as a group and then take it forward. ACTION: SP will look at the reps that were put forward and will chase up leads. ACTION: NA will look at the membership of the group.
